CALL FOR NOMINATIONS TO SERVE ON INSETA’S BOARD
The current INSETA Council’s tenure effectively ends on the 31st March 2011 and a new INSETA Board will be in place on the 1st April 2011. All SETA’s have been advised by the Minister’s Office that the Minister of Higher Education and Training will be taking more responsibility for SETA Boards. Thus all nominations for representatives to serve on SETA Boards will now be submitted for consideration and approval by the Minister. In addition, the Minister will appoint an independent Chairperson (who holds no voting rights) and two Board Members, one of whom will represent the interests of the community and the other from related professional bodies. The Board shall comprise of no more than 15 members, of which 3 will be appointed by the Minister, as per above. The Board will also not meet more than 4 times a year. Eligibility Criteria for Board Members: In terms of the SETA Constitution, the eligibility criterion for Board members is as follows: - Members must be able to participate in decision making and understand the consequences of decisions and share in the accountability as members of the Accounting Authority (Board). - Members nominated to the Board should comply with the following minimum requirements:
Constituencies should use the following criteria as guidelines when nominating their representatives to ensure that the representatives have the competence to make constructive contributions to the Board. Representatives should have knowledge, skills and expertise in the following areas: - The functioning of the Board in terms of the requirements relating to corporate governance and ethics - Skills development legislation and the NSDS - The SETA’s responsibility in respect of service delivery - The Public Finance Management Act (PFMA) and financial management - The Sector and/or the Constituency represented by the Member - The strategic leadership role of the Board - Education, training, skills development and human resource development - Quality assurance of learning provision - General management and business skills - The communication and marketing role of an entity in relation to its stakeholders and - Other areas of expertise relevant to the specific sector. Disqualifying criteria: A person is disqualified from serving as a member of the Board if that person: - Is under a legal disability - Is an unrehabilitated insolvent - Has been removed from an office of trust on account of misconduct - Has at any time been convicted of a criminal offence involving theft, fraud, corruption, forgery or any other act involving dishonesty - Is a member of the Board of another SETA. Nominations: If you would like to nominate a person to serve on the INSETA Board, you can either submit your nomination directly to your trade association (e.g. SAIA, ASISA, FIA, etc) or complete the accompanying nomination form (Click here for the Nomination Form) and provide the nominees abridged CV (no more than two A4 pages). The CV must also include details of Board appointments (if applicable) that the nominee has been appointed to as well as indicating which trade association your nominee’s employer is affiliated to (if applicable).
