Please clarify what your really want from the SCM portion of the outsource tender as the bid document is not clear in this regard.
- Do you only require an IT system with no support by resources which will mean that you will have to execute SCM with INSETA resources.
- Do you require an IT system with support for non-system set-up and with resources to do the execution on the system and where required off the system.
- Do you require the same as number two above but with a capacity building model for the first year or two and with a phase out over a period
- Do you require a system with a specific number of hours support a month so that you do not have to duplicate all skills in your organisation such as advisory and policy updates etc?

No, resources is also require to support the SCM function and to implement all new legislation timeously and to ensure all SCM processes are compliant with all legislation.

Depend on the supplier’s recommendation and the capacity at Inseta at time.
Yes, The service provider will be responsible for the SCM function and there will only be a liaison at Inseta. |
