ETQA Functions

The ETQA division performs its functions as a partner to the Skills Development division and the Learnerships division through its main work-streams, which are supported by linked activities.

Research conducted through INSETA’s Sector Skills Plan (SSP) is a major driver of the type and levels of qualifications and unit standards needed by the Insurance Industry. The SSP gives an overarching picture of the essential critical and scarce skills needed by the sector, which then inform the development and review of qualifications and unit standards developed, in consultation with industry stakeholders. These are developed through an INSQA-directed project, which ensures that the sector has access to SAQA NQF (National Qualifications Framework) registered qualifications. This allows accredited providers an opportunity to offer current, relevant, national and internationally bench-marked training and education.

The ETQA division is responsible for the following:

  • Ensure continuous quality improvement of education and training through the accreditation, monitoring, auditing and moderation of work-based, public and private providers register assessors and moderators
  • Undertake capacity-building interventions for accredited providers to meet INSETA’s and the NQF objectives.
  • Maintain a learner management system compatible with the National Learner Record Database (NLRD), which is administered by SAQA.
  • Certificate learner achievements

Key Objectives:

  • Strengthen quality assurance through review, research and development of appropriate and relevant quality assurance policies and processes. (QMS)
  • Ensure that all accredited providers are delivering the quality of provisioning for which they are accredited, through a comprehensive accreditation, monitoring and auditing process
  • Identify and facilitate the generation of qualifications and unit standards within INSETA jurisdiction, and submit to SAQA for registration on the NQF.
  • Strengthen the implementation of the national quality assurance system, as implemented by INSQA, through building capacity of INSETA staff and stakeholders.
  • Contribute to the full personal development of each person in the organization, and the organization at large
